Taking however into consideration the wishes of the home authorities as explained above, and that the force at Stanley by the last Return amounted only to 2 European and 1 Native Officer, and 31 men, His Excellency directs me to suggest that the officers' quarters above should be repaired, the lower floor of which, being represented as capable of containing 80 men, may be appropriated to the Privates, while the upper portion of the building, or such part of it as may be required, may be repaired and altered to render it suitable accommodation for the officers. Should this suggestion be adopted, His Excellency is not aware of any immediate necessity for restoring the Field Officers' Quarters, which therefore it would be as well to allow to remain in their present condition.

6. I am directed to remark in conclusion that these observations are to be considered as bearing only on the accommodation for what His Excellency deems a suitable force necessary
